Traffic Officer Bloopers

Do traffic officers actually know the law which they are tasked to enforce? Especially the traffic enforcers from Metro Manila Development Authority (MMDA) who are stationed at different places in the Metro and may be seen standing by the side of the roads in blue uniform. They may also be seen in places near a stoplight.

The question is based on the fact that there are a lot of people I know that are complaining about such officers. They say that these officers sometimes make up excuses to apprehend you, and most of the time they wait for you to offer a certain amount in order to fix it on the road. I’m not saying that all of the MMDA people are like that. It’s just that there really are a lot of people who are complaining about some officers.

One example would be a comment as expressed by a radio commentator. She stated that while she was traveling along Quirino Avenu, she was apprehended by an MMDA officer near Plaza Dilao, Manila. She stopped, rolled down the window, and asked why she was being apprehended. The officer replied, “Ma’am, you swerved…(in Filipino)” The commentator answered in a high voice, “What? Do you even know what swerving is? I haven’t even changed lanes for about 30 minutes now and you say I swerved? (in Filipino)” Then, the officer just let her go. I guess he realized that he was wrong.

This also happened to my cousin where he was apprehended for swerving at the airport road when all he did was change lanes once in order to get ready to turn right at the right turn slot about a kilometer away.

In my case, an officer apprehended me saying that I was “passing the red light.” I was stupified. I didn’t even know that there was such a violation. And the funny thing is that the traffic light was still green, turned yellow when I left one side, and turned red before I got to the other side. I was apprehended, and I argued my case. He eventually let me go. I guess he realized that I know something about the law.

We’ll, there are a lot of speculations that these officers use their authority in order to take money from people. They apprehend innocent people and trick them into paying so that they wont get a ticket. I hope this isn’t so. I hope that such actions are only mistakes.

With that said, Do they actually know the laws that they need to enforce? I guess they need a rehash on the laws. If it was a mistake, it should be corrected. If they really intended to make-up a violation, they need to stop it. Or at least mention a violation which is actually believable in order to legitimize why the person was apprehended.

    My friend experienced this too, but it wasn’t for those reasons. He and another friend were just driving around, because they were bored to death & find that a leisure around would keep them amused. Finally, they decided to park somewhere and sleep for awhile. A few minutes later 2 police men were knocking on the window. They said that there was a report or complain about a car always driving around that part of the neighborhood they parked in. Their car was the same color as the one reported, but they never said if it was the same model. The police men said that my friends need to go with them to the police station to talk to their chief. Which was shocking, because they didn’t do anything. They just happen to park in the neighborhood & they happen to have the same color as the car reported. They argued with the policemen, but they won’t budge. So, they were asked to follow the police officers. They were conversing if they could just get run away, but one of them said that they might get into more trouble if they did. Suddenly, the police officers parked at the side of the road, and my friends were signaled by them to park in front of the police car. One of my friends got out of the car & talked to the police men. A few moments after, my friend got back to their car & asked my other friend if he had Php 200. He said that the police men will let them go if they give them Php 400. They paid, because they might be blamed with something they didn’t do. It was the next day that they realized that they weren’t at fault & could sue the police men for false accusations.
